Rice says US standing in the world is at risk

TAMPA, Fla. (AP) ? Former Secretary of State Condoleezza Rice says raising U.S. standing in the world depends on solving problems at home, and that Republican presidential nominee Mitt Romney is the man to accomplish that task.

Rice, in her prepared speech to the Republican National Convention, does not mention President Barack Obama by name. But she says the America's position as the most successful political and economic experiment in history is in danger today.

She speaks of the crisis in education and asks for immigration laws that protect the country's borders while meeting economic needs.

She says there is a sense that America has for too long carried the burdens of supporting free people and free markets, but that if the United States does not lead no one will lead, fostering chaos.

Gas prices spurt as Gulf's rigs, refineries brace for hurricane Isaac

Just before millions of Americans get ready to hit the road for a Labor Day getaway, the price of gasoline is on the rise. Blame hurricane Isaac.

In advance of the storm hitting the New Orleans area, about half of the refineries in the storm's path had shut down for safety reasons. With the Category 1 hurricane starting to slow down and gather strength Monday afternoon before coming ashore, concerns are rising about the potential for flooding and electricity outages. Pipelines that send crude oil north to Chicago and gasoline east to Atlanta and the East Coast could also be shut down. And, it will take days to know whether offshore oil rigs, which have also been shut down ahead of Isaac, sustain damage.

On Monday, the price of gasoline on the futures market ran up 28 cents a gallon. On Tuesday, it backed off about 4 cents a gallon, but if it doesn?t come down a lot more, consumers will start to pay much more when they go to fill up the family sedan.

At the pump, gas prices are up about 4 cents a gallon to $3.76 from a week ago, up 27 cents a gallon from a month ago, and up 15 cents a gallon from a year ago, according to AAA.

Seem like d?j? vu?

After hurricane Katrina wreaked havoc in New Orleans and the Gulf Coast region in August 2005, the price of gasoline spiked by 40 cents a gallon ? from $2.65 a gallon to $3.04 in a week.

Energy analysts say it?s too early to make similar predictions. Isaac is a less powerful a storm than Katrina. In addition, the oil industry learned a lot from 2005 and, presumably, will get refineries back up and running more quickly.

In a best-case scenario, refineries in the Gulf region remain shut for a couple of days. ?That will push up gasoline prices,? agrees Sander Cohan, a principal at Energy Security Analysis Inc. (ESAI) in Wakefield, Mass. ?But it?s not as bad as it could have been.?

That?s because gasoline inventories are plentiful, and after Labor Day demand for gasoline starts to diminish, he says. ?It really depends on how many refineries shut down,? he says.

As of midday Tuesday, refiners had shut down plants with the capacity to produce at least 1.3 million barrels of oil per day. The Louisiana Gulf Coast area produces about 3.2 million barrels of oil per day, or about 18 percent of the nation?s gasoline.

How long everything stays shuttered will depend on Isaac. If the hurricane hangs around the New Orleans area, it could dump 15 to 18 inches of water on the region.

?That is the real danger ? massive flooding,? says John Felmy, chief economist at the American Petroleum Institute (API) in Washington. ?If there is flooding, that is a whole different kettle of fish ? you have to get the water out, dry everything out, check the equipment to make sure there is no water damage, and get power back up and running.?

Government officials have already said they expect widespread power outages as a result of the storm. ?You can?t do much without the power grid up,? says Mr. Felmy. ?If the power outages last a week, this could be trouble because a week's worth of supply of gasoline is substantial.?

Without electricity, many pipelines will also be idle, because they need pumps to make fluids flow. ?It will be a challenge without power,? says Felmy.

Mr. Cohan worries that the refinery shutdown will land even harder on the diesel market. ?There is still strong export demand,? he says, which could drive prices even higher if the refineries are shut for an extended time. Last week, the price of diesel rose 6.3 cents a gallon, according to the Energy Information Administration. That was the highest level since mid-April.

However, the damage from Isaac might not be that bad ? and Felmy says the industry learned a lot from hurricane Katrina. For example, in 2005 as the industry tried to reactivate refineries post-Katrina, it moved huge generators only to have them confiscated by the police to supply power to area hospitals. ?We think we?ve worked through this with the emergency response people,? says Felmy.

The API economist says the industry has also toughened offshore oil rigs in the Gulf, which supply about 25 percent of the nation?s oil and 8 percent of the natural gas. After Katrina, some oil rigs suffered so much damage it took a year to get oil flowing again.

?They had never experienced or understood the huge [storm] surges,? says Felmy, ?so the rigs were designed with lesser clearance. I think the platforms are in better shape.?

If the oil rigs are damaged, President Obama might have to open the Strategic Petroleum Reserve, which President Bush decided to tap after Katrina. Some traders had expected that Mr. Obama might mention the SPR in his Tuesday announcement that he had already declared a federal natural disaster for Louisiana. He did not.

Various organizations are weighing in about whether to open the SPR. AAA says it?s too early to make any announcements. ?The Reserve is designed to be a tool to protect American motorists from emergency disruptions to supply and distribution, not as a response to high prices due to non-emergency supply and demand market fundamentals,? writes Avery Ash, AAA?s manager of regulatory affairs, in an analysis on Monday.

On Tuesday on CNBC, Sen. David Vitter (R) of Louisiana warned that the SPR should not be used for political purposes.

Felmy says the SPR should be used if individual members of the API have difficulty getting crude supplies.

Despite the higher gas prices, motorists should have no trouble getting gasoline for the Labor Day weekend. AAA says it expects some 33 million Americans to travel 50 miles or more this coming weekend. That would be a 2.9 percent increase from last year. when 32.1 million people hit the road.

Even though Isaac is expected to deliver a lot of rain to the US midsection over the Labor Day holiday, Ash says nationally it won?t affect people's travel plans. ?Most people are traveling to visit family and catch flights,? he says. ?There might be an effect on a regional basis, but not nationally.?

Krall plays 'Fly Me to the Moon' for Armstrong

(AP) ? Diana Krall knows how to pay tribute to Neil Armstrong.

The jazz singer-pianist tenderly played "Fly Me to the Moon" during a Saturday night concert at the Hollywood Bowl in Los Angeles.

Krall said she once was lucky enough to share a glass of wine with the first man to walk on the moon. The astronaut died Saturday at 82.

Tropical Storm Isaac drenches Haiti, aims for Cuba

PORT-AU-PRINCE (Reuters) - Tropical Storm Isaac emerged over warm Caribbean waters on Saturday slightly weaker but ready to regroup after dumping torrential rains on Haiti, where thousands of people remain homeless more than two years after a devastating earthquake.

Heavy rains and high winds lashed Haiti's southern coast, flooding parts of the capital Port-au-Prince, and flattening tents in some of the fragile resettlement camps that house more than 350,000 survivors of the 2010 earthquake.

A 10-year-old girl was killed in Port-au-Prince when a wall fell on her, the Civil Protection authority said. Power outages and flooding were reported as Isaac moved across the hilly and severely deforested Caribbean country.

"There's a lot of rain, a lot of wind," said Magdala Jean-Baptiste, who huddled with her frightened children in their home in the southern coastal city of Jacmel. "We haven't had any power since the storm started yesterday. We passed the night with no sleep."

Isaac was forecast to sweep over eastern Cuba on Saturday and strengthen into a hurricane as it approaches the Florida Keys. It was on track for the Gulf of Mexico, where major energy companies have begun offshore evacuations that could end up shutting nearly half the area's oil output.

The center of Isaac was about 95 miles east-southeast of Guantanamo Bay, Cuba, on Saturday morning, the U.S. National Hurricane Center said.

A hurricane warning was in effect for the Florida Keys and the southwest coast of Florida.

Isaac's march across the Caribbean comes as U.S. Republicans prepare to gather in Tampa, on Florida's central Gulf Coast, for Monday's start of their national convention ahead of the November presidential election. The convention is expected to proceed as planned.

In the Dominican Republic, Isaac felled power and phone lines and left at least a dozen towns cut off by flood waters. The most severe damage was reported along the south coast, including the capital Santo Domingo, where more than half the city was without power.

In Haiti, the United Nations mission there said it was prepared to distribute food and emergency supplies for more than 300,000 people, and 5,700 U.N. troops stood ready to clear roads for emergency response teams.

The government and aid groups tried to evacuate thousands of tent camp dwellers on Friday but many Haitians chose to remain in their flimsy, makeshift homes, apparently fearing they would be robbed, said Bradley Mellicker, head of disaster management for the International Organization for Migration (IOM).

REFUGE FROM THE STORM

Volunteers from the government's Civil Protection office were sent across Haiti, warning people about flood and landslide risks. About 1,250 shelters opened in schools, churches and other buildings but Red Cross officials said the number could be grossly inadequate. Prime Minister Laurent Lamothe acknowledged Haiti had "limited means" to ensure public safety.

Red Cross and IOM representatives joined government officials in trying to evacuate 8,000 of the "most vulnerable people," including 2,500 sick and disabled, from 18 tent camps in low-lying coastal areas of Port-au-Prince.

Many Haitians, most of whom scrape by on less than $1 per day, consider disaster an inevitable part of life in the poorest country in the Americas.

"We live under tents. If there's too much rain and wind, water comes in. There's nothing we can do," said Nicholas Absolouis, an unemployed 34-year-old mechanic at one camp for homeless people on the northern edge of the chaotic capital.

Flooding could also help reignite a cholera epidemic, which has killed more than 7,500 people in Haiti since the disease first appeared in October 2010, foreign aid workers said.

After crossing Cuba and the Florida Keys, Isaac was forecast to move north to northwest through the Gulf of Mexico and make landfall anywhere on the U.S. coast from the Florida Panhandle to New Orleans at midweek.

Emergency managers urged tourists to leave the Keys if they could do so safely on Saturday. A single road links the chain of low-lying islands to the Florida Peninsula.

Officials said Key West International Airport will stop commercial air traffic on Saturday evening and all day Sunday.

Isaac has drawn especially close scrutiny because of the Republican Party's convention, a four-day meeting during which former Massachusetts Governor Mitt Romney will receive the party's presidential nomination.

Party officials insist the convention will go ahead, even if they have to alter the schedule. But NHC meteorologist Rick Danielson said late on Friday that Tampa could be hit by coastal flooding and driving winds or rain.

"There is still a full range of possible impacts on Tampa at this point," he said.

'Top Gun' director dies after jumping off bridge

LOS ANGELES (AP) ? Tony Scott, director of such Hollywood blockbusters as "Top Gun," ''Days of Thunder" and "Beverly Hills Cop II," died Sunday after jumping from a Los Angeles County bridge, authorities said.

The 68-year-old Scott's death was being investigated as a suicide, Los Angeles County Coroner's Lt. Joe Bale said.

Several people called 911 around 12:35 p.m. to report that someone had jumped from the Vincent Thomas Bridge spanning San Pedro and Terminal Island in Los Angeles Harbor, according to Los Angeles police Lt. Tim Nordquist.

A dive team with Los Angeles Port Police pulled the body from the murky water several hours later, Nordquist said. Scott's body was taken to a dock in Wilmington and turned over to the county coroner's office.

One lane of the eastbound side of the bridge was closed to traffic during the investigation. Cargo vessels moved at reduced speeds through the east side of the port's main channel during the search, said Los Angeles Fire Department spokesman Brian Humphrey.

Investigators found a note in Scott's car, which was parked on the bridge, according to the Los Angeles Times. That note listed contact information. A suicide note was later found at his office.

The British-born Scott, who lived in Beverly Hills, was producer and director Ridley Scott's brother.

The two brothers ran Scott Free Productions and were working jointly on a film called "Killing Lincoln," based on the best seller by Bill O'Reilly. Their company produced a 2011 documentary about the Battle of Gettysburg for the History Channel. Ridley Scott's "Prometheus" was a summer blockbuster.

"Top Gun," starring Tom Cruise, was one of the highest-grossing films of 1986. The pair worked together again four years later on the hit "Days of Thunder."

Scott frequently worked with Denzel Washington, most recently on the runaway train drama "Unstoppable." Scott and Washington collaborated on three other films: "Man on Fire," Deja Vu," and "The Taking of Pelham 123."

In a tweet Sunday, Director Ron Howard said, "No more Tony Scott movies. Tragic day."

Other Scott films include "True Romance," ''Crimson Tide" and "Enemy of the State."

Scott was married to actress Donna Scott. They have twin sons.

Health panel likely to make HIV tests routine

WASHINGTON DC (Reuters) - A U.S. health panel may soon make HIV testing as standard a practice as checking cholesterol levels, a move that would fundamentally change how the virus is detected and treated.

The U.S. Preventive Services Task force, a government-backed group of clinicians and scientists, is expected to make a new recommendation on HIV screening available for public comment before the end of the year.

Health officials close to the panel see it making a positive recommendation for routine screening, updating their current position, issued in 2005, which leaves the decision up to doctors.

"This would be one of those major sea changes ... moving away from what has been somewhat the segmentation of HIV - either by population, by geography," said Michael Kharfen, chief of community outreach for the Washington DC Department of Health. Kharfen, who worked on the frontlines of the HIV epidemic in New York in the 1980s, recalls when the prognosis for the disease was "practically certain you were going to die.

"It still will take culture change for medical providers, but this will be a tremendous leap," he said.

The HIV/AIDs epidemic remains a major disease burden in the United States with an estimated 1.2 million people living with the disease. Of this group, the U.S. Centers for Disease Control and Prevention (CDC) estimates that 20 percent are unaware of their infection.

Nearly 60,000 new cases of the human immunodeficiency virus that causes AIDS are reported nationally every year.

The CDC and other prominent groups have already called for routine HIV screening as a way to reach a much broader population and reduce the stigma some associate with showing up at an HIV clinic. But a recommendation from the task force would carry greater weight, as the U.S. health reform law of 2010 will require insurers to cover preventive services it endorses.

Global health officials have also stepped up the call for earlier treatment of people infected with HIV. New studies show that the latest HIV medications not only can extend the lives of patients for decades but are also one of the most potent ways of preventing their sexual partners from contracting the disease. Early treatment of HIV has been reported to cut transmission risk to uninfected partners by 96 percent.

"All healthcare providers have a responsibility to find cases of HIV because we don't know where they are," said Dr. Lisa Fitzpatrick, who directs the United Medical Center, an HIV clinic in Washington DC. While doctors in the past focused on higher risk groups such as men who have sex with men, she said, "HIV is in the general population now."

WEIGHING THE EVIDENCE

In 2006 the CDC recommended testing everyone between the ages of 13-64 at least once. They have since been joined by professional groups such as the American College of Physicians and the HIV Medicine Association.

The fact that the CDC and the task force came to different conclusions, even in the face of similar evidence, is likely to have stemmed from differences in their respective missions.

"We are looking at public health. The task force may be looking more at clinical care and the integration of prevention services within the clinical setting," said CDC Executive Director Kevin Fenton.

The task force is charged with weighing the potential harm of a test against its possible benefits. In 2005 the panel was not convinced by the available evidence that widespread screening would have the desired effect of helping prevent new infections by changing the behavior of the patient who tested positive.

"We did not find that evidence at that time compelling enough to say that we were confident that more people would benefit than the people who had HIV detected," said Dr. Michael LeFevre, co-chair of the task force.

"Obviously that was seven years ago," he said, noting that new scientific evidence has since emerged showing that the very treatment of infected people can help prevent them from passing on the disease. He said that will be factored into the panel's recommendation this fall.

THE COST EQUATION

While the task force doesn't factor cost into its considerations, the CDC and other healthcare providers do. Researchers at Stanford University estimate that over a 20-year period, expanding HIV testing to the general U.S. population would reach $27 billion dollars.

A more cost-effective solution proposed by the researchers, and in line with CDC recommendations, would be to do a one-time screening of the general population, followed up by annual testing in areas with greater prevalence of the disease.

Such a strategy would prevent an estimated 212,000 new infections and even lead to long-term healthcare savings, when the lifetime cost of $367,000 for HIV treatment is considered.

Private initiatives have also sought to make HIV screening more accessible and affordable. The CDC has a pilot program with drugstore chain Walgreen Co and other pharmacies for free, rapid HIV tests, whose wholesale cost is about $20 each.

The U.S. Food and Drug Administration recently approved the first over-the-counter, self-administered HIV test from OraSure Technologies, which is expected to sell for $60. A positive result would require follow-up at a doctor's office.

Adding an HIV screening to a routine blood exam would amount to $1.50 per patient.

LeFevre, a primary care doctor in Missouri, cautions that the barriers to testing go beyond the rating of a single agency.

Now the British Medical Journal reports that these claims are ?not only nonsense, but thoroughly debunked nonsense.? This has been common knowledge in the medical profession at least since 2002, when Heinz Valtin, a professor of physiology and neurobiology at Dartmouth Medical School, published the first critical review of the evidence for drinking lots of water. He concluded that ?not only is there no scientific evidence that we need to drink that much, but the recommendation could be harmful, both in precipitating potentially dangerous hyponatremia and exposure to pollutants and also in making many people feel guilty for not drinking enough.?

The drink-more-water story is curiously similar to how ?everyone knows? that global warming only makes climate more extreme. A hot, dry summer (in some places) has triggered another barrage of such claims. And, while many interests are at work, one of the players that benefits the most from this story are the media: the notion of ?extreme? climate simply makes for more compelling news.

Consider Paul Krugman, writing breathlessly in the New York Times about the ?rising incidence of extreme events? and how ?large-scale damage from climate change is ? happening now.? He claims that global warming caused the current drought in America?s Midwest, and that supposedly record-high corn prices could cause a global food crisis.

But the United Nations climate panel?s latest assessment tells us precisely the opposite: For ?North America, there is medium confidence that there has been an overall slight tendency toward less dryness (wetting trend with more soil moisture and runoff).? Moreover, there is no way that Krugman could have identified this drought as being caused by global warming without a time machine: Climate models estimate that such detection will be possible by 2048, at the earliest.

And, fortunately, this year?s drought appears unlikely to cause a food crisis. According to the Economist, ?price increases in corn and soybeans are not thought likely to trigger a food crisis, as they did in 2007-08, as global rice and wheat supplies remain plentiful.? Moreover, Krugman overlooks inflation: Prices have increased six-fold since 1969, so, while corn futures did set a record of about $8 per bushel in late July, the inflation-adjusted price of corn was higher throughout most of the 1970s, reaching a whopping $16 in 1974.

Finally, Krugman conveniently forgets that concerns about global warming are the main reason that corn prices have skyrocketed since 2005. Nowadays 40 percent of corn grown in the United States is used to produce ethanol, which does absolutely nothing for the climate, but certainly distorts the price of corn?at the expense of many of the world?s poorest people.

Bill McKibben similarly frets in The Guardian and The Daily Beast about the Midwest drought and corn prices. Moreover, he confidently tells us that raging wildfires from New Mexico and Colorado to Siberia are ?exactly? what the early stages of global warming look like.

When well-meaning campaigners want us to pay attention to global warming, they often end up pitching beyond the facts. And, while this may seem justified by a noble goal, such ?policy by panic? tactics rarely work, and often backfire.

Remember how, in the wake of Hurricane Katrina in 2005, Al Gore (and many others) claimed that we were in store for ever more devastating hurricanes? Since then, hurricane incidence has dropped off the charts; indeed, by one measure, global accumulated cyclone energy has decreased to its lowest levels since the late 1970?s.?Exaggerated claims merely fuel public distrust and disengagement.

That is unfortunate, because global warming is a real problem, and we do need to address it. Warming will increase some extremes (it is likely that both droughts and fires will become worse toward the end of the century). But warming will also decrease other extremes, for example, leading to fewer deaths from cold and less water scarcity.

Similarly, there are real health problems?and many of them. But focusing on the wrong ones?like drinking a lot of water?diverts our attention from more important issues. Telling tall tales may benefit those with a stake in the telling, but it leaves us all worse off.

'Smelled so good': Man allegedly steals pot from police

A man in Pennsylvania who was arrested Saturday for allegedly stealing a bag of marijuana from a police station says he did so because he couldn?t resist the drug?s aroma.

Police arrested David Allan Thompson, 27, for stealing a bag of pot that had been seized as evidence from the Charleroi Regional police department, according to the?Observer-Reporter.

He reportedly stopped at the police station at about 8 p.m. Saturday to offer information to Officer David Kimball about an unspecified case, according to a police affidavit filed with District Judge Jay Weller.

Kimball noted in the police report that at one point during their conversation, Thompson followed Kimball into a patrol room where the weed was sitting on a counter. Kimball then escorted Thompson back to the original room. After Thompson left the station, Kimball went back into the patrol room and noticed the bag of pot was gone.

Kimball searched the desk and asked other officers about the evidence but found no trace of the weed. Another officer tracked Thompson down outside the police station, asking him, ?What did you do with the weed??

Thompson held out his left hand and placed the bag in the officer?s hand, according to the?affidavit. Police arrested Thompson and said they also found a suspected marijuana pipe in his pocket.

Police said that back at the station, Thompson apologized repeatedly, telling police, ?I just couldn?t help myself. That bud smelled so good.? He also reportedly told police he couldn?t believe he was in trouble for ?taking a little bit of weed,? especially since he had stopped by to give them information.

The police affidavit didn?t specify what help Thompson intended to provide police.

Thompson was arraigned before Weller on charges of theft, receiving stolen property, tampering with or fabricating evidence, possession of marijuana and possession of drug paraphernalia.

He is scheduled to appear in district court on August 23. Online court records list no attorney for him.

Harris began writing the series in 2001, and in 2008 her character Sookie Stackhouse and her vampire-inhabited world were brought to the small screen by screenwriter Alan Ball.

Harris, who is based in Arkansas, said she felt incredibly blessed that her books were still being discovered by people who had become hooked after watching True Blood.

"I love when people find my books through it, because they often get led into my other series as well, or find that they come away with a different understanding of a character."

While Harris' biggest success has come from the Southern Vampire series and its television adaptation, she has written more than 30 books and has more on the way.

With her books never short on bloody endings for much-loved characters, Harris said writing big death scenes was fun.

"I do miss my characters sometimes, but when you write a great death scene it really makes up for it.

"I do feel like I should apologise to my readers for killing people off sometimes, though."

Despite the success of the series, Harris confirmed that the 13th book in the series - to be released next year - would be the last.

"I've got other stories I want to tell, and I am so excited about it."
