WASHINGTON (Reuters) - Arlen Specter, a gruff, independent-minded moderate who spent three decades in the U.S. Senate but was spurned by Pennsylvania voters after switching in 2009 from Republican to Democrat, died on Sunday of cancer, his family said. He was 82.

NBC's Andrea Mitchell talks to Msnbc's Alex Witt about former Pennsylvania Sen. Arlen Spector who died from complications of non-Hodgkins Lymphoma.

Specter had announced in August a recurrence of non-Hodgkin lymphoma, cancer of the lymphatic system. His son Shanin Specter confirmed his death.

Resilient, smart and aggressive, the former prosecutor frequently riled conservatives and liberals on his way to becoming Pennsylvania's longest-serving U.S. senator. He was elected to five six-year terms starting in 1980. He left the Republican Party because he said it had become too conservative.

Specter steered a moderate course during an era when the two major U.S. political parties became increasingly polarized, and often broke with his party. His sometimes testy demeanor and opportunistic maneuvering earned him monikers like "Snarlin' Arlen" and "Specter the Defector."

In 2009, Specter left the Republican Party after 44 years when he concluded he could not win his party's primary in Pennsylvania in 2010 against a conservative challenger. But his bid for re-election in 2010 ended in failure when he was beaten by a liberal challenger for the Democratic nomination.

After President John Kennedy's assassination in 1963, Specter served on the Warren Commission that investigated the shooting, and he helped devise the disputed "single-bullet" theory" that supported the idea of a lone gunman.

During his lengthy Senate career, Specter was crucial in increasing U.S. spending on biomedical research.

The Republican-turned-Democrat, who played a key role in many Supreme Court nominations, was 82.

He helped get one conservative, Clarence Thomas, confirmed as a Supreme Court justice in 1991, while torpedoing the Supreme Court nomination of another conservative, Robert Bork, in 1987. He infuriated liberals during the Thomas confirmation hearings with prosecutorial questioning of Anita Hill, a law professor who had accused Thomas of sexual harassment. At one point, Specter accused her of "flat-out perjury."

Specter annoyed fellow Republicans by voting "not proven" on impeachment charges against President Bill Clinton in 1999, helping prevent the Democrat from being ousted from office over his affair with a White House intern.

Specter unsuccessfully sought the 1996 Republican presidential nomination. He had several health scares, undergoing open-heart surgery and surgery for a brain tumor, as well as chemotherapy for two bouts of Hodgkin's lymphoma.

In February 2009, a month after Democratic President Barack Obama took office, he became one of three Republican senators to vote for Obama's economic stimulus bill that Specter said was needed to avert a depression like that of the 1930s.

"I am not prepared to have my 29-year record in the United States Senate decided by the Pennsylvania Republican primary electorate - not prepared to have that record decided by that jury," Specter said in April 2009 in explaining his defection.

In the 2010 Democratic primary, Specter had the support of the Democratic establishment, including Obama, Pennsylvania's governor and labor unions. But liberal challenger Joe Sestak, a retired Navy admiral and two-term congressman, painted Specter as a political contortionist concerned only about himself.

A Sestak TV ad featured a clip of Specter telling a news interviewer: "My change in party will enable me to be re-elected." Sestak thumped Specter in a May 2010 primary.

"He has been a serious and consequential senator for three decades, yet mostly ungenerous words come to mind: driven, tenacious, arrogant, self-righteous, opportunistic," Congress expert Thomas Mann of the Brookings Institution think tank told the New York Times after Specter's defeat.

Specter was born in Kansas in 1930 during the Great Depression. His father was a Russian Jewish immigrant who owned a junkyard. Specter moved to Philadelphia at age 17 to attend the University of Pennsylvania. He graduated in 1951, then served in the Air Force before attending Yale Law School.

He was a Democrat until age 35, when the Republicans offered their nomination for district attorney of Philadelphia. He served as the city's district attorney from 1966 to 1974.

"Little by little, the Flemings don't take that anymore and they are worried about their wealth," De Wever said.

While De Wever was making reasoned arguments in a political debate last Sunday, the 98,000-capacity Camp Nou of FC Barcelona was already a scene of seething Catalan foment for the famed encounter against Real Madrid.

Real Madrid is still identified with the unified Spanish state and was met with a mosaic of color cards forming the red-and-yellow stripes of Catalonia's "la senyera" flag. At one stage during the match, incessant collective shouts of "Independence!" cascaded down the stands as fans waved the pro-independence "estelada" flag.

Last month, 1.5 million Catalans took to the streets in Barcelona to call for a separate state in the biggest march since the 1970s. Catalonia's regional government voted on Sept. 27 to hold a referendum on Catalonia's self-determination at a date still yet to be set. The Spanish government says this would be unconstitutional.

Spanish prime minister Mariano Rajoy said on Tuesday that those seeking independence for Spain are making "a mistake of colossal proportions."

But Rajoy, like many of his fellow European leaders, is in a bind: National governments have had both to cede power to the supranational EU and to regions demanding greater autonomy and local accountability.

"People are anxious because the European Union seems far away," said Prof. Hendrik Vos, head of Ghent University's Center for EU Studies. "That is why there is this yearning to keep things close."

And local control has become ever more important for rich pockets of Europe.

"Those regions say how hard they had to work for their wealth," Vos said, "and they don't want to throw it away or share with the rest of the EU."

It was the annual American Cancer Society "Making Strides Against Breast Cancer" walk. More than 4,500 walkers were expected to take to the streets of downtown Fort Wayne, to help raise awareness, and to raise money to help in the fight against breast cancer.

Baby boomer boozers 'most likely to fall ill' | This is Leicestershire

More "baby boomers" are being admitted to hospital with alcohol-related health problems than any other age group, new figures have revealed.

A report by charity Alcohol Concern showed that 132,532 people in Leicester, Leicestershire and Rutland were treated for injuries and illnesses caused by booze in 2010-11.

It cost the NHS an estimated ?43.8 million to treat them.

The number of people treated represents accident and emergency patients, inpatients and outpatients. However, age group breakdowns were only available for in-patients.

These showed that more people aged 55 to 74, the bracket which includes many of the post-Second World War baby boom generation, were treated than any other age group ? 6,973 in total.

In contrast, the smallest group was those aged 16 to 24, with 917 patients.

The 25 to 54 age group had 6,085 inpatients and the over-75s had 4,537.

Eric Appleby, chief executive of Alcohol Concern, said: "It is the common perception that young people are responsible for the increasing cost of alcohol misuse.

"But our findings show that this is not the case. It is the middle-aged, and often middle-class, drinker, regularly drinking above recommended limits, who is requiring complex and expensive NHS care."

Professor Sir Ian Gilmore, president of the British Gastroenterology Society, said: "It is the unwitting chronic middle-aged drinkers who are taking serious risks with their health. They present in hospital with conditions attributable to their alcohol consumption, such as stroke, heart disease, cancer and liver disease.

"People simply do not realise that chronic drinking significantly increases their chances of suffering health problems."

However, doctors at University Hospitals of Leicester NHS Trust, said they believed the figures might be an overestimate.

Dr Anna Marquiss, a specialist doctor in emergency medicine at the infirmary, said: "The number of patients admitted to hospital due to alcohol-related harm is difficult to pin down.

"It can include someone who has been hit or hurt by someone who was drunk."

A recent study by Dr Marquiss and her colleagues found that in 10 separate 24-hour periods, 280 patients out of 3,956 received treatment in casualty for injuries or health problems related to alcohol.

Work is under way to try and estimate the costs to the NHS.

Dr Marquiss said: "I have been working in A&E for 20 years and seen a huge increase in the number of people coming in due to alcohol problems.

"I think alcohol catches up with people.

"It is not that people are getting really drunk, just drinking more frequently.

"Also, life is difficult out there at the moment and there will be people who have a bit of a drink because things are hard."

In 2009, an alcohol liaison worker was taken on to help identify patients with drink problems coming in to hospital. There are now two more.

Dr Marquiss said: "There is obviously a problem with alcohol but I am not sure that it is on as large a scale as the figures from Alcohol Concern suggest."

Impact Investing Fund RSF Social Finance Offers Alternatives To ...

As a teenager, Don Shaffer's first job was at a country club, caddying for some of the most successful men in America. On weekends, he had a front row seat to conversations between Wall Street traders and executives that most investors would die to listen in on. The experience inspired him to go into finance, but not for the reasons one might assume.

"Basically, none of them could explain what they did to me," Shaffer recalled of the executives he met weekly. "I come from a long line of Quaker farmers and small-business people in the Philadelphia area, and my father was a sheets and towels salesman. I was confused as to why the wealthiest and highest-status people couldn't describe what they did. Since then I have been obsessed with the financial system and how it works, and with making it so finance is serving businesses and the economy, instead of the other way around."

Today, Shaffer tries to live that mission every day as the President and CEO of RSF Social Finance, an "impact investing" fund that specializes in direct lending to social enterprises.

The goal of impact investments is to provide not only a financial return, but also a significant, measurable social return. Funds like RSF channel money into companies that produce everything from solar lanterns in Africa to sustainable grasslands in Australia. These social enterprises are seeking a "double bottom line" -- creating products that are both profitable and benefit communities.

Creating a company that offers both a social impact and financial return on investment is no small task. Many social entrepreneurs focus on assisting others, but it's not always possible to turn a significant profit when a product mainly serves those at the bottom of the income pyramid. And as companies aim to provide products to the developing world, they run into a lack of infrastructure in the impact investing world, primarily due to the fact that it is an emerging market.

To address these concerns, RSF provides assistance to companies struggling to get off the ground, while at the same time significantly contributing to building the industry of impact investing.

Since 1984, RSF has loaned out over $275 million to social entrepreneurs and companies with a repayment rate of 100 percent to a network of over 1,300 lenders. The fund has also facilitated over $100 million in grants to nonprofits that are helping build the infrastructure and conditions for social investing.

RSF's focus is on companies that have legitimate potential to make a difference, but aren't getting the attention they need from investors to become successful. "We pride ourselves on being catalytic in meeting the needs of these social enterprises that either don't fit into the calculus or check boxes of commercial banks, or are doing something that's ambitious and ahead of its time," Shaffer said.

Another way RSF contributes to the impact investing world is through RSF Prime, a custom-set interest rate based on input from RSF investors and borrowers. The fund stopped using LIBOR in 2009, when the team decided to create a rate that would better reflect RSF's values. "RSF Prime is probably the most concrete expression of what we're doing and stands in for how our values translate into the real, concrete world," Shaffer said.

Tools like RSF Prime reflect the desire impact investors and investment funds have to forge a new understanding of what business and finance can do for the world. A growing dissatisfaction with the state of banking and finance today is helping lead this charge, Shaffer said. "I think that what we're seeing is tremendous demand from individuals who are questioning core assumptions of Wall Street, where the trust factor is very low. They are looking for alternatives and ways to align their values with their money."

Those alternatives are becoming more and accessible to individual and institutional investors, and Shaffer said he considers RSF a central member of that evolution. "We've witnessed individual human beings, whether they're investors or social entrepreneurs, seeing money differently as a result of working through and with RSF," he said. "Impact investing and social finance are moving to the center of peoples' solar systems."

Crock-Pot Caramel Apples ? Pennies on a Platter

Things have been a little slow here on the blog, please forgive me.? I have a few different reasons for that, one of which is we?ve been on vacation in Michigan for a week, visiting family!? In a few days, I?ll have a post for you about our Michigan adventures, but first I wanted to share with you a recipe I used before we left on this trip.

My next door neighbor (yep, the one with the seven kids that I?ve mentioned a few other times, Hi Amy!) planned a caramel apple dipping party for the seminary students townhome community, and asked if I could help.? The seminary moms and their kids all gathered in front of our unit for some caramel apple dipping fun.

It was a bit hectic with that many kids (did I ever mention that besides us, basically every family has at least four children?).? So, we had 30+ kids running around.? But, they loved their caramel apples and loved showing them off!

We set up three Crock-Pots, each with three bags of caramel candies melted in them.? We also provided the sticks (thanks, Renee!), but each family brought their own apples.? Some even brought apple slices for a better sized portion for their wee little kids.? There were also a few different candy toppings, such as M&M?s, mini chocolate chips, nuts, etc.

This went off pretty much without a hitch.? One change I would make is having another table, or a bigger one, so we could lay out baking sheets lined with parchment or wax paper, so that the kids could place their apples on the table and let them cool.? We did provide wax paper sheets for each kid, but it was a bit hot even through the paper for them to handle individually.

I can?t leave out that I set up my Keurig for the moms to enjoy some of the hot apple cider I received from Green Mountain Coffee.? Unfortunately, in Mississippi the weather outside was in the 80?s, so not many of us were in the mood for a hot drink.? I can?t wait for winter when I?ll really be enjoying it with some cooler weather!

Here?s the easy peasy recipe for the caramel apples:

This recipe can be doubled or tripled or more for bigger parties. We tripled it for ours.

• 1 (14 oz) package caramels
• Splash of water
• Pinch of sea salt
• 4 apples
• 4 large craft/popsicle sticks
• Candy toppings separated into shallow bowls, such as sprinkles, chopped nuts, chocolate chips, chopped candy bars, M&M's, etc.

Unwrap the caramels and place in Crock-Pot. Add a splash of water and salt then toss to combine. Cover and heat on high for 1 to 1 1/2 hours, stirring frequently until caramel is melted.

Once caramel is melted, reduce the Crock-Pot temperature to warm. Insert a stick into the stem side of each apple. Carefully dip one apple into the caramel, then quickly dip and roll into choice of toppings. Transfer to a baking sheet lined with wax or parchment paper, and repeat with the other three apples.

iMore, ADN, and the importance of different answers

We've had @iMore set up on App.net for a while now but this week we flipped the switch to start posting our stories there. We're using IFTTT.com to handle the posts, and it's not a great solution. Basically it checks the iMore RSS from Twitter and then copies that over to ADN. Unfortunately that includes @replies, which I'd rather it didn't. That's part of the reason we waited -- hoping that something better would come along, like the twitterfeed.com service we use for Twitter, but nothing seems to have so far. We could have kept waiting, but because two major barriers to entry dropped last week, and APN picked up steadily, it made sense to start now. We had readers there, they wanted to get iMore content there, it's our job to provide it.

We won't be abandoning @iMore on Twitter, of course. ADN is still mostly by geeks for geeks, and Twitter is still home to most of our mainstream readership. We'll just be using both. Now some of you have asked if we'll be posting the same things to APN that we post to Twitter. Yes, of course. If you're worried about that seeming duplicative, you shouldn't be.

A long time ago I asked one of the smartest and best teachers I've ever met how he got to be so smart and so good at teaching. He replied that he went back and took the same classes again and again, multiple times. I asked him why, since that seemed not only redundant but boring. He said it was because each class had different people in it, and that meant different questions were asked, and that meant different answers were given. He derived so much better, broader understanding of his subject matter by listening to different people ask different questions, that he ended up very literally lapping all of his peers.

I follow pretty much the same people on ADN as I do on Twitter and some of them post the same things on ADN as they do on Twitter, and that doesn't bother me at all. Because, despite that, it's different. Social is a complex system that depends a lot on conditions over time -- who sees and replies/repots what, when -- that two almost identical stones (posts) thrown into two almost identical rivers (timelines) still produce remarkably different ripples (conversations).

This might annoy some people, more precisely those who believe each network should be kept pristinely unique, but as any good ZEN and TECH viewer knows, expectations aren't obligations. No one has the right to tell anyone else how to post on Twitter, ADN, or anywhere else, and if they think they do they should start satiating their corrective compulsions somewhere much closer to home. Post and let post.

So, if you use both Twitter and ADN, we encourage you to follow us on both Twitter and ADN. It makes it doubly certain you won't miss anything great, and doubly likely we'll have some great conversations. And we'll keep improving the way iMore pushes to both Twitter and ADN just as much and as frequently if we can.

Chronicle 2 in trouble because script not same movie all over again ...

It seems that the script for the sequel to last February's unexpected hit Chronicle has run into some problems?and the news comes from a source that would know.

It was a given that Chronicle?a small "found footage" thriller about three teen friends who develop superpowers after stumbling across an extraterrestrial object?would get a sequel after its performance at the box office: the movie grossed $127 million worldwide and cost just $12 million to make (that's, like, the catering budget on The Avengers). That's what you call a healthy return on your investment.

It also seemed natural to bring back screenwriter Max Landis to continue the saga, which was left very open-ended at the finale of the first film. In fact, Landis shared some of his ideas about the second film a few months back?but it may be those very concepts that are now giving him headaches.

Apparently, the studio behind Chronicle, Fox, is not pleased with Landis' script for the sequel. The source for this information? Landis' dad, John Landis?yes, that John Landis, director of An American Werewolf in London, The Blues Brothers and many others.

Speaking with The Playlist, the elder Landis said about his son's plight, "He wrote a sequel, and it's amazing, and the studio read it and said, 'We want Chronicle again!' And he said, 'No, this is the sequel, it's the evolution, and they said 'No, we want that movie again!' So it's difficult, we're dealing with a difficult business."

What's not clear at the moment is whether Fox will relent and go with Landis' script, give him another chance to rewrite it, or hire an entirely new person to give it a whack. But with director Josh Trank already unlikely to return because he's working on a Fantastic Four reboot, do we really want to see Chronicle 2 lose both its original director and writer?

NEW YORK (October 11, 2012) A new study by the Wildlife Conservation Society and James Cook University says that coral reefs in Aceh, Indonesia are benefiting from a decidedly low-tech, traditional management system that dates back to the 17th century.

Known as "Panglima Laot" the customary system focuses on social harmony and reducing conflict among communities over marine resources. According to the study, reefs benefitting from Panglima Laot contain as much eight time more fish and hard-coral cover due to mutually agreed upon gear restrictions especially prohibiting the use of nets.

The study, which appears in the October issue of the journal Oryx, is by Stuart Campbell, Rizya Ardiwijaya, Shinta Pardede, Tasrif Kartawijaya, Ahmad Mukmunin, Yudi Herdiana of the Wildlife Conservation Society; and Josh Cinner, Andrew Hoey, Morgan Pratchett, and Andrew Baird of James Cook University.

The authors say Panglima Laot has a number of design principles associated with successful fisheries management institutions. These include clearly defined membership rights, rules that limit resource use, the right of resource users to make, enforce and change the rules, and graduated sanctions and mechanisms for conflict resolution. These principles are the key to the ability of the institution to reduce conflict among communities, provide sustainable access to marine resources, and limit the destruction of marine habitats.

"No-take fishing areas can be impractical in regions where people rely heavily on reef fish for food," said the study's lead author Dr. Stuart Campbell of the Wildlife Conservation Society. "The guiding principle of Panglima Laot was successful in minimizing habitat degradation and maintaining fish biomass despite ongoing access to the fishery. Such mechanisms to reduce conflict are the key to success of marine resource management, particularly in settings which lack resources for enforcement."

However, the institution has not been uniformly successful. In particular, reef conditions in the adjacent island group of Pulau Aceh were poor possibly because of destructive fishing and poor coastal management. The precise causes of this breakdown of the Panglima Laot system are the focus of current research efforts in the region.

Other work by WCS and James Cook University suggests that fishers who are poorer and had lower levels of participation in resource management, had correspondingly lower levels of both trust in local institutions and involvement in community events. These groups subsequently felt less benefit from the customary PL system. In these places fishing is largely uncontrolled.

When the PL system is strong, and motivated by the aim of producing social harmony, restrictions on gear use by the Panglima Laot in Aceh have direct conservation benefits such as high coral cover and enhanced fish biomass.

Additional surveys over a wider geographical scale and over a longer period are required to reveal whether these findings also apply across larger scales and over time.

NEW YORK - Raul Ibanez lined a tying home run while pinch hitting for slumping Alex Rodriguez in the ninth inning, then hit a leadoff homer in the 12th, giving the New York Yankees a stunning 3-2 win over the Baltimore Orioles on Wednesday night for a 2-1 lead in their AL division series.

Batting for baseball's highest-paid player, Ibanez homered to right-center with one out in the ninth inning off major league saves leader Jim Johnson to make it 2-all. He connected on the first pitch from Brian Matusz in the 12th.

Ibanez became the first player to homer twice in a postseason game in which he didn't start, STATS LLC said.

Phil Hughes will try to clinch it for the Yankees on Thursday night in Game 4 of the best-of-five series. Joe Saunders will start for Baltimore.

Baltimore had won 16 straight extra-inning games, and had been 76-0 when leading after seven, before the Yankees stung them.

"It was a great experience. We do it as a team. We stay after it," Ibanez said. "I'm blessed to come up and have the opportunity like that. We do it together. It's about a team and about winning."

Ibanez got that chance after Yankees manager Joe Girardi made the decision to bat for Rodriguez - the first time A-Rod had ever been pinch-hit for in a postseason game, according to STATS.

Yankees fans had been calling this week for Girardi to get Rodriguez out of the No. 3 spot in the batting order. But Girardi was reluctant to move his fading slugger down in the lineup.

Until he toook him all the way out.

"You have to make some decisions sometimes that are tough decisions. I just had a gut feeling," Girardi said.

Rodriguez has 647 career home runs - he's chasing the all-time record of 762 by Barry Bonds - but was just 1 for 12 with no RBIs and seven strikeouts in this series when Girardi pulled him.

"He said, `Do what you got to do,"' Girardi said, recalled Rodriguez's reaction.

"You're going to be asked a lot of questions if it doesn't work," the manager said.

The brash, young Orioles appeared poised to move within a game of their first trip to the AL championship series since 1997.

But Ibanez hit a 1-0 pitch into the seats in the ninth, setting off a raucous celebration in what had been a demoralized Yankee Stadium crowd. Rodriguez led the cheers, raising an arm in the dugout and high-fiving injured star Mariano Rivera.

"He said great job. A-Rod is a great teammate and great team player," Ibanez said. "He's the first one on the top step congratulating you. It's about winning. It's about the Yankees and continuing."

After their 10-game July lead was cut to zero in early September, the Yankees repelled every Orioles charge. The teams were tied 10 times in the final month but New York ended up atop the division.

New York won the opener in Baltimore scoring five runs in the ninth off Johnson. The Orioles won Game 2 and rode Miguel Gonzalez's pretty performance to a 2-1 lead in the ninth.

But the Yankees limited Baltimore to one hit after Manny Machado homered in the fifth. Ryan Flaherty homered earlier for the Orioles.

Robert Andino was doubled off second after leading off the Baltimore ninth with a single and advancing on a sacrifice.

Boone Logan got one out in relief of Hiroki Kuroda, who gave up two solo homers in 8 1-3 innings. Closer Rafael Soriano pitched 1 1-3 innings and David Robertson went two, finishing off his outing by bumping into and tagging Andino to end the top of the 12th.

Derek Jeter tied the score with an RBI triple in the third for the Yankees. Jeter, limping because of a sore ankle, came out after eight innings.

U.S. jobless claims fall to lowest in four and a half years

WASHINGTON (Reuters) - The number of Americans filing new claims for unemployment benefits fell sharply last week to the lowest level in more than four and a half years, according to government data on Thursday that suggested improvement in the labor market.

The news could help President Barack Obama in his tight race for re-election on November 6 against Republican challenger Mitt Romney, who says Obama has mishandled the economy.

But a second report released on Thursday hinted at weaker U.S. and global demand. The U.S. trade deficit widened in August to $44.2 billion, as U.S. goods exports fell for the fifth consecutive month and imports declined fractionally.

Initial claims for state unemployment benefits fell 30,000 to a seasonally adjusted 339,000, the Labor Department said.

It was the lowest number of new claims since February 2008, about a year before Obama took office in the midst of the global financial crisis.

"This is a positive signal for the economy. The overall trend seems to be that the labor market is improving," said Brian Kim, a currency strategist at RBS Securities in Stamford, Connecticut.

A Labor Department analyst noted that seasonal factors had predicted a very large increase in claims last week, which he said would be typical for the first week of the calendar quarter. Unadjusted claims did rise, but far less than expected, resulting in the sharp drop in the seasonally adjusted figure.

The analyst cautioned against reading too much into one week's figure, and noted that one state had reported a decline in claims last week when an increase was expected. He said no states had been estimated for the report.

Still, economists said the labor market was showing signs of getting stronger.

Zach Pandl, strategist at Columbia Management in Minneapolis, said "you do have to be cautious about possible distortions. But with that caveat, the jobless claims numbers have been modestly encouraging over the last few weeks."

The prior week's figure was revised up to show 2,000 more new jobless aid applications than previously reported.

Economists polled by Reuters had forecast claims edging up to 370,0000 last week. The four-week moving average for new claims, a better measure of labor market trends, fell 11,500 to 364,000.

U.S. stocks opened higher, while Treasury debt prices fell after the data and the dollar extended gains against the yen.

Recent data on the U.S. labor market has been encouraging.

Employers added a modest 114,000 jobs to their payrolls in September, but the unemployment rate dropped sharply to 7.8 percent, also the lowest level since Obama took office.

The claims report showed the number of people still receiving benefits under regular state programs after an initial week of aid fell to 3.27 million in the week ended September 29, the latest data available. It was the lowest since May.

DECLINING TRADE

The monthly trade gap increased to $44.2 billion, from an upwardly revised estimate of $42.5 billion in July, the Commerce Department said. Analysts were expecting an August trade gap of about $44.0 billion.

Overall U.S. exports dropped 1.0 percent as troubles in Europe continue to weigh on global growth, while imports fell 0.1 percent in a sign of faltering U.S. demand for consumer products, autos and capital goods.

"It looks like net exports will contribute negatively to GDP (gross domestic product) growth, subtracting as much as half a percentage point," said Michael Moran, chief economist at Daiwa Securities America in New York.

Exports of oil, chemicals and other industrial supplies fell to the lowest level since February 2011, helping pull down the entire goods category, despite an increase in capital goods exports to the second-highest level on record.

Services exports defied the overall trend and rose to a record $52.8 billion, due mostly to an increase in professional and business services and transportation.

Services imports also set a record, reflecting licensing fees to broadcast the Summer Olympic games in Britain.

The average price for imported oil rose slightly in August to $94.36 per barrel, helping to push the monthly oil import bill higher.

A separate Labor Department report showed that overall U.S. import prices rose 1.1 percent for the second consecutive month in September, while U.S. export prices rose 0.8 percent.

Both increases were above expectations.

Analysts surveyed before the report had expected a 0.7 percent increase in import prices and a 0.4 percent rise in export prices.
